I've had this problem before in a much earlier incarnation of RX, but I'm coming back to give the mod another go since it's a bit more fleshed out.

Here's my dilemma: I can neither find servers nor play offline. Whenever I hit "Refresh Servers", the server list simply remains blank. I read about the new Black Dawn campaign, so I tried playing offline (seemed like the most logical way to get to the screen) and no dice.

When I press "Play Offline", I get this error message: "The program can't start because d3dx10_35.dll is missing from your computer. Try reinstalling the program to fix this problem.

What do I do?

Also, what do I do to find servers? I'm completely lost, but I miss this mod :/

This might have two reasons, either the serverlist may be down or nobody is hosting a UT3 Renegade X Beta Server anymore, and I think it's the latter.

Don't worry, and sit tight as there will be a lot of servers when the standalone multiplayer will be released.

DirectX is the bad guy here, try reinstalling it, it should do the trick.
